Governor Kristi Noem at CPAC

If you questioned the draconian tactics used by many of the governors in the time of COVID-19,  you might find this speech enlightening.  It does not answer the question, "Why have so many accepted the heavy hand of government officials into their daily lives and given up so much of their freedom to bureaucrats?".  The speech does, however, highlight another approach that emphasized personal responsibility and  was successful in meeting the needs of the people of South Dakota.
